I agree with all that, but what I still don't understand is how BA saves any money by not sending the bag to another carrier at the connection point, if the last carrier is the one that picks up the bill.

I could understand the policy much more if it were the carrier whose name is on the tag that picks up the bill - then it would make perfect sense for BA to refuse to interline bags across two tickets.
