I have told you before that, whatever your own prejudices, the UK CAA will accept as 'instrument flight time', for the purpose of complying with the requirements of JAR-FCL, any time spent by an instructor conducting instrument flight training in IMC, whether or not he is handling the controls. You may not like it but it's a fact.
