Pilot assessed RVR depends on how many runway lights the pilots can see and so the spacing of those lights is critical airport infrastructure!

The RVR you see filed in the remarks section of the flight plan is normally the minimum to which the company is certified to operate that type to, as per AOC approval.
The actual minima used for an approach will be the greater of the minimum approved RVR or the published RVR for that particular facility, taking into account any company/ local authority imposed increase.
