Islander2 is correct. AIP 1.1.2 para 3.4.3 says that for non PT operations the minima shall be calculated according to the procedures of the State of Registry of the aircraft. Elsewhere (Para 4.1) it states the PT minima and then adds for all takeoffs the minima should be adequate to ensure a high probabiblity of a successful forced landing should the engine fail after takeoff.
You are correct about the 800m min RVR it applies to precision approaches only, para 4.4.1 refers
