The hairyassed T/O may haver been too lazy, I do not know, but the skipper who signs the loadsheet is the one who will end up in court if the proverbial hits the fan. Not the hato.
I suppose we could say that the BKK overrun was caused by manufacturers of brakes or reversers, or if you ran out of fuel, we should blame the refueler for not adding a bit extra for mum and the kids, or we blame the Titanic helmsman. I am afraid that usually the guy in charge with four gold bars has the responsibility, renumeration to ensure that the job gets done.
