I do agree with you when you say that is right to try do things properly ,I only give an answer why that is not happen in several cases around the world.Any one that does business without"Passion" wil do for 'Fast"profit .Usually that is why thing are not done properly.Someone took an exmple of Anti ice not working in the desert , it is illegal I do agree ,but try to think about the same situation on a night flight in North of USA during the Winter time , well not only is illegal also is dangerous an especially when flying an MU2.
