Vectors for a visual Approach
Having radar vectors that take you around the city and pass the other airport, then it's easy to see how in reduced vis a mistake could occur.
It would be much better to have vectors to a long final, yes use the ILS back beam as a guide, and then you may never get the two confused. The other airport would be out of sight, or at an angle to the approach that wouldn't make sense.
Otherwise use a GPS/RNAV App, in the modern era, shouldn't there be one to this runway. if not build your own in the FMS.
