Would anyone really be surprised if the Yanks revealed in 50 years time that they did not pursue Saddam because it was useful to have an emasculated tyrant in the region to justify the West's presence in the region for a good many more years? Israel. The U.N.s instinctive solution in 1947 was for the division of the land and the internationalisation(?)of the city of Jerusalem. Outside of the anihilation of one of the players this still seems the best option. Redirect U.S. military spending on Israel to a U.N. sponsored peace keeping force.
