Another possibility to that already mentioned (would a parachute drop pilot not need more than 100hrs?????) is that somebody who cannot fly any longer for medical reasons is looking for somebody to be PIC. That's what I would do if I had my medical pulled. I would still do the same trips etc but would need to find somebody who could be legally PIC.

The ANO "aerial work" wording requires the flight to be pursuant to an agreement, and for the reward to be of more than nominal nature. This wouldn't present a problem. Given a nice plane and nice locations, it would be very easy to find people who would do a "job" like that. But admittedly then the PPL wouldn't need to have any min hours - unless the "recruiter" really cannot fly the plane anymore.
