Most aviation charter companies only believe that ethics is simply a county bordering on London. And they have to think that way because that's how to survive in a micro-market where every booking is a vital way of defraying the FOCs.
Most corporate customers get three independent quotes these days - that soon shakes the extortionists out of the running and establishes a market price.
But never forget that there'll be Joe Blow, the one-man charter operator with the N reg machine and no AOC - his quote will always be the lowest.
Then it simply comes down to the ethics of the customer. Will they chose the legal, correct route ? Or will price win the argument ?
