I don't *think* VS female ground staff have ever been allowed to wear trousers - in the UK, at any rate. Those based in the US definitely *are*, but I think this has to do with the unions or laws in America. I'd be amazed if Branson would ever allow customer-facing staff the choice unless he absolutely had to.
