I once listened to a police helicopter (Thames Valley?) ask for a "look around" at 0300 one morning. The controller was fine, and let the chap hang about for around ten minutes or so in the overhead. ISTR this was one of the police chappies last jobs before relocation.
Nothing to do with "business", judging by the R/T - just pure curiousity.
