Both at LHR and LGW, if the BAA really wanted to provide facilities they could do so. It doesn't have to be terminal side. It can be fenced off and closed at night. Security staff - paid by the $$$ they would rake in from an admission fee - could be patrolling on site (as in Dusseldorf for example). The truth is the BAA just don't care a hoot!
