I'm going to stay out of the politics of it, but if this opinion is translated into a ruling by the Court itself, I think it will almost certainly apply to all carriers, whether they're US-based or not. The law must apply to all data which is to be transferred from the EU to the US, whoever holds it here. It won't be like the regulation of operations by the civil aviation regulator of the State of registry. So everyone will have to find some way out of (or around) the legal problem together.
