Is it true that Virgin Blue sell their exit row seats at $30 a pop, and call it the "Blue Zone"?

VB. I thought it was worth it for the guaranteed extra leg room. If I remember one of the conditions of sale was that they could refund you your money if, on check in, they decided you were not able to operate the doors.
