I'm not sure where this info is coming from but I wouldn't trust its source. Flybe's full schedules for Summer 2006 have not been released yet but it is likely that they'll be on sale within the next couple of weeks.
In late September, Flybe placed the majority of what it had confirmed for Summer 2006, on sale. This included the sun routes ex SOU/EXT/NWI and BHX and also routes in and out of JER/GCI. I have heard nothing about the EMB195's being delayed, although I would expect that any delay to the introduction of this type would not be driven by Flybe.
All airlines have their good and their bad days, Flybe has its fair share resulting from tech problems. If you check their website however, the last weeks punctuality is recorded at 90% arriving within 15mins. Not bad really and the best in some time!
