You've just described a situation that egsists the world over. Yes, I've seen it many times in N. America as well. Seems controllers know the difference between 2000 kgs/hr and 4000 kgs/hr of fuel. I agree though, it's a bit too much. I guess you will have to keep enjoying the sightseeing over la bella Napoli.
