boot with disc in floppy drive
at a: prompt
type format c:
and away it should go after asking if you realy want to wipe the disc
not sure if format is on the start up disc or on the boot disc its a long time since i have played with win 98
Once format is finished put your windows cd in the drive and type D:\setup or whatever letter your cd rom drive is
