I agree with you that little is likely to happen until market forces make management move. Whinging aircrew without a united voice carry little weight or credibility. (No matter how valid the whinges!)
The problem for any management is knowing how long to leave it ... the lack of "right to lefts" and the "lets put commanders in the RHS" mentality displays severe system weaknesses which even the most committed company man must acknowledge.
If any sort of expansion is planned (mandated if a company is to succeed) then any delay implimenting improvements may be terminal. No training system can cope indefinitely with haemorrhaging, right to left upgrade requirements, and the large scale ab-initio training required for expansion (and thats not to mention normal recurrent training needs.)
I believe market forces are already here and pressing very hard - despite loud noises to the contrary!
