The majority of people are motivated by fear, The governments know this and they play to it.
Currently we have the most scared nation on earth (and the most powerful) digging in a quagmire in a pathethic country called Iraq, if that is not proof that fear works then I don't really know what is.
For us in OZ, we calmly allowed refugees to be detained and interred (including children) for many years, because of what ? fear ? or uncertainty ? of selfhisness ? loss of our jobs (tho I'm really at pains to find how an illiterate afghan who can't speak can threaten my job).
