The landing technique for the A320 is at the 30' call out your bring the thrust levers back to idle and commence the flare. If the airbus detects that you still have power set at 20' radio altitude the call out 'retard, retard' happens and repeats until the thrust levers are placed to idle. So it will only happen some of the time when you are a bit slow in closing the levers.
