You have got it exactly right. How many people have sent in submissions to Parliament in this regard? As soon as the bill is passed (and then becomes an act), everybody involved in humanitarian aid operations in conflict zones will have to get dispensation (after paying the "prescribed fee") and who knows how long it will take the committee to process each and every application (including from all the support staff back in SA!) Please note that the dispensation will not be transferable, so after waiting months to go on one contract, you will have to wait months to go on the next (if you are approved).
This is going to seriously affect the South African contracting business.
