Some multi-engine cross-over courses were conducted there once. As indeed, in earlier days, they were at Hamble.
Or perhaps it means that they'll offer a full frozen ATPL course to those who are unsuccessful at restreaming? Somehow I can't quite see that - the unsuccessful will probably be encouraged to join a ground branch. Whatever that is....
