The guys listed by Sleeve will have you up and running with a Liese silencer very quickly, especially because you are on a Permit. No doubt you will have to process a minor modification through the PFA but they have a realistic outlook on life, unlike the Belgrano team.
To put a Liese silencer on a non-EASA CofA aircraft the Belgrano demands the whole nine yards of a new certification; ie a full design study and flight testing under B Conditions. It should be easier to get one onto an EASA aircraft, especially if it has already been certificated in another EASA state.
