www.gapan.org they offer a few PPL scholorships and FI rating scholorships annually, as well as the JN Somers scholorship which is a full frozen ATPL course. Unfortunately you've just missed it, though the application re-opens around January every year, and April for the JN Somers. Hope this helps. Good luck!
