it's quite difficult to say beforehand what kind of people you'd be more likely to befriend. It also depends on many things (like age of children, your and your spouse's profession, etc) I think the best would be that you make your choice of friends after having settled. As I said, there is no shortage of expats.
The area with the higher density per square meter of expats is around the Lake Maggiore, especially around the city of Arona (Dormelletto is not called "The English Ghetto" for nothing ).
