i can't divulge the exact details. but they are almost all the same as it would be for a local. one major difference is you pay back more than what a local would pay and... you do not contribute to CPF since you are on an employment pass.
by the way, there are many other ways to get flying training. a friend of mine obtained his limited PPL from Seletar Flying School, limited because navigation flights can't be done in Singapore. another way would be to hop over to the Johor Flying School and get your PPL.
of cos, everything will be paid on your own. for the full CPL-IR with ATPL, you can consider MFA...
