One exception is where national security may be at risk. The reason for the disclosure scotland requirement is because of the threat posed to national security. Notwithstanding the contents of other acts it might be unwise to take supreme refuge in the R of OA in such a case. The Disclosure scotland website does however make it clear that the R of OA does apply to basic disclosures.
