I've got two recommendations for Tucson from a friend and CFI who lives there:
Voyager Flight Services and
Silverstate (who are the more structured school, they finance too)
I have no idea what aircraft they fly, though I would bet they are R22's.
Tucson has perfect year round weather and is a touch cooler than Phoenix
