Peanut, you forget that the current EBA STAYS IN PLACE until a new one is voted for by the crew.
There are no date limiters in this EBA as there was in the last one, having the date limiter allowed the company to expand the overseas crew numbers even if no new EBA had been voted on.
I guarantee no one will vote in a EBA thats allows the overseas cap to be increased again.
