The items referred to are not the responsibility of the handling agents. Let's spell it out shall we?
1) Baggage left on board - baggage handlers
2) Aircraft damage - baggage handlers/apron personnel
3) Baggage handlers/aircrew/?handling agent
4) Airport Operational Procedures
Now, who employs the people who control all these activities? - not the handling agents - yes the very people you mention - that was the point of my posting - therefore we agree!
