I agree with you. DGCA has now to be proactive than reactive. Things have been improving but mostly it is in fits and jerks and after major provocation. Typical example is the spate of circulars now coming out on Helicopter operations - after a particularly disastrous serious of incidents a couple of years back and when the investigation reports exposed a slew of deficiencies.
