Shenzen Airlines are constructing a large training facility and have already invested in 2 737NG FFSs. Other Chinese carriers have also invested quite heavily in training facilities (China Southern, China Eastern, Hainan, Air China etc…).
The CAAC school in Chengdu operates reasonable western aircraft and has for many years.
India, for all its current faults also has operated a domestic ab initio programme at the Indira Gandhi Academy again with pretty decent aircraft (TB20s & King Airs) for many years.
The established carriers Air India, Indian Airlines and Jet all operate fairly extensive training facilities.
I doubt anyone could have foreseen the unbelievable rapid expansion in either country and this compounded with the unprofessional ‘poaching’ of TRE/TRI from the established carriers by the new start ups in India has exacerbated the problem.
