the new EASA rules specifiy that the engines must be replaced at 12 years or tbo whichever is sooner.

Can that really be correct?
If it is true, I will certainly hold off buying an airplane: since our North America secondhand market will presumably soon be glutted with perfectly good ex-European aircraft (or engines, anyway).
Doesn't make any sense.
