Surely the fact that AAI are running courses to fill the slots on the aircraft should give an insight too what personnel are being hired.
With a low salary you will not attract qualified experienced personnel. So the vacancies are being filled by those that want to put the 747 rating on the licence gain experience then look else for a plumb job, in return accept a poor salary base
