For the purposes of vacating a runway: when the runway(s) is vacated, it is vacated. There is no requirement to be over the (last) hold line, as long as the aircraft is pointed away from the active surface.
If the Authority required that an aircraft has "vacated the licensed strip", than that would be the call.
