You sure sound like a man on mission. So, tell us what the hail damage has to do with the management? Are you trying to tell that Bombardier is not able to provide a good APU as a loaner because a bad management team also at Berlin? As an A&P you should know what the limits are on APU oil consumption/leaks.
Most repairs on airplanes usually happen after the breakage and I assume that Dubai is authorized for such....
