I don't think the documentation is the problem here. All forms will be filled in to the satisfaction of the CAA inspector. Unfortunately when they inspect an aircraft, they have no idea what they're looking at. Even basic A&P is something of which they have no experience, let alone actually being licenced to work on the aircraft they're inspecting for a Certificate of Airworthiness or Safety. Perhaps a two year apprenticeship at Denel would help but that would delay the headlong rush to "transform" at CAA.
