I got my formal offer on Tuesday, dated Monday. It is pretty much the same letter as the provisional course date, except it states that it is a formal offer of employment. Still nothing from the college yet.
Finetime - none of us have had much formal notice time, but you may be luckier. The start date wasn't finalised until recently and the course structure has I believe been re-organised, so perhaps it will be easier for the good people at HR to sort out the September course.
I don't have any information about the course yet, but I'm watching the post every day.
I don't know what others are doing about accomodation, you could always start off B&Bing and then see where you are. The first week of the course is at a management centre with accom provided.
Can't wait to get started, not long now.
