Helsinki - Tallin Copterline shuttle

No, not advertising, just a question, having spent the afternoon in Tallinn having commuted over (at work's expense) from Helsinki.

Current temperatures in the bit of the Baltic between Helsinki and Tallinn are of the order of 11 Celcius (http://www.fimr.fi/en/itamerinyt/ekomallit.html).

Survival times are of the order of 6 hours with the current temperatures (http://www.basegear.com/ch16.html#fig16_7).

But in winter I guess the temperatures are such that survival times are measured in minutes - far less than the time taken for any rescue vessel to show up. Do customers get survival suits if they ask, or do the crew wear them when the temperature drops enough ? Or is the risk assessment such that the risk of ditching is minimal and thus deemed so unlikely as not to require more ?
