ALAE did look into doing it at one stage there were reasons why it wasn't done, some of whioch you can read here. To actually get a co to say what it's employees earn is not something you get very easily and to be accurate that is the only way. A lot of people earn x but x can be made up of so many things, OT, license/approval pay etc etc.
