Yes - you need to increase DA(H) accordingly. This in turn will very likely increase your operational minima for the approach & therefore also the planning minima.
If the DA equals OCH - then OCH will not be stated seperately. If system minima are higher than OCH (CAT I = 200 ft. / OCH =, say, 153 ft.), the OCA will be stated.
On old PANS-Ops approaches (prior Ops 2, methinks, but not sure at all), there was no OCA(H), but instead an Obstacle Clearence Limit OCL
