It would be most unusual for an RPT service not to be despatched by no one. It depends on the despathcer's training and how they can annunciate what's actually happening down the back. I'm not sure that a LAME is the most affordable-safety/cost-effective answer. There are bucket-loads of RPT jet airports around Oz that have never ever seen a LAME, let alone had them despatch aircraft.
Perhaps the solution is to put a decent engine on the friggin thing!
