I worked as a conny at FLS Man for a short while if my memory serves me right they had quite a good selection of tooling to borrow/use, you had to book early though for some of he more popular bits. I think that when you booked something out of the tool crib you had to be in posession of your swipe/clock card also the job card was swiped that way they knew who last booked the tool out and where they where working. Also I seem to remember that the tool crib/stores area was protected by cctv.
