Bookworm - without trying to get into semantics or someone else's discussion, what I understood Fuji to be saying was that even if VFR, you're entitled to
ASK for a RAS/RIS. The realistic amongst us know that 'due to controller workload', VFR traffic should not expect to be offered RAS/RIS and FIS is the most likely outcome. IFR traffic, however, should reasonably expect a RAS, with a RIS being the icing on the cake.
If you don't ask, you don't get!!
