Pilot recruitment in India

Received an email yesterday from a contracting agency.
I will quote here:

"...Following de-regulation, the Indian Aviation scene is now wide open!
The number of airlines that have already started up, or are just about to, within India is offering enormous potential to well qualified Type Rating Instructors and Examiners as well as Line Training Captains!..."

"...Due to the Indian Civil Aviation Authourities (DGCA) stringent regulations, applicants must have a total flight time of 4,000 hours, 1,000 hours on type (for the A340, the A330 does not count) and 50 hours instructional time on type.
Sadly, under Indian DGCA Rules, no expat First Officers or Cabin Crew may be employed within India or on Indian Registered Aircraft!..."

Altough it does look quite positive for a lot of experienced pilots, its certainly doesn't for the inexperienced. How about 737/A320/ATR rated f/o's with less than 4000/1000 ? Will they have any change in India?
