I phoned MSF recently to see about flying in to Manchester again, last time was about 8 years ago, not as busy then but you could see the lights of many aircraft on approach, we were just slotted in between them. Under 1 ton £30 +VAT. Over is £40 + VAT, but I didn't ask up to what limit that covers, it includes our 172. Arrivals weekday after 11am, departure before 4pm. 24 hours notice required. Weekends the times are different, with no restrictions on Sun, can't remember what was said about Sat as I hadn't intended to visit Sat.
Last time I asked about LPL, with handling, costs were similar to Manchester, but not as many restricions. As it was foggy on the day we had planned so didn't go. Liverpool is ok to fly into. I learnt to fly there. ATC are great, very helpful. Give Ravenair at LPL a ring also MSF at Manch, then make your decision.
