Contrary to my first post above and in line with what Lomcovaks said, Cherbourg now has a Notam to the effect that ATC is active 7 days a week daylight hours - Therefore English no problem.

HERE suggests that all is not well locally there - reading the Forums there suggests an internal aerodrome dispute aswell as DGAC involvement and NIMBYism.... Yes, the NIMBYs have spread here to France now....
