If its Africa then supply logistics could become very fraught especially the payment side of things, unmarked US dollars for example. When workin in a different environment I knew it was not unusual to have to carry cash to do deals in certain countries to grease palms etc. Perhaps your guys aren't carrying enough 'grease' to make it happen crossing the border?, you know, 'special' import duty
