I guess you're right, and if they decide to do away with someone then no amount of complimentary letters and forms and war medals aren't going to help. However I don't want to discourage people who do want to write in to comment on exemplary service received; we FAs get little enough thanks as it is, and the occasional note of appreciation does help boost flagging morales every now and then!
